Footer Banner Script for Website By OnlineIM on Sep 5 Max Bid: Open to fair suggestions

We need a script that basically shows a floating footer in a website. You can see an example here: http://graham-cox.com
The floating footer should be able to display any type of html or script. It should be compatible with internet explorer, firefox and chrome.
Customizable options include:
1- ability to define size (in % and pixels).
2- ability to define when it pops up or if it will always be displayed.
3- ability to define an amount of time when it will disappear.
4- ability to define if a close button will be used or not.
We are open to the programmer's suggestions as to which language or technology to use for this project. Please send your suggested language and place a bid.
